We are looking for a bike-friendly hotel somewhere near Bethesda that we can get to on our bikes.

Bethesda, or at least parts of it, is on the Capital Crescent Trail which connects to the C&O.

I would just turn the Biking tool on on Google Maps and look for hotels near the Capital Crescent Trail. I would call and ask if they will allow your bikes in to your room or if they can store your bike.
