Is overnight parking allowed @ Visitor Center or anywhere close to the Canal? this is a pick up point for an trip from DC - Thanks in advance

You might find the parking lot at Lock 44 at Williamsport is even more useful in that the easiest way to get a bike across the canal from the trail.
