I rode from Harpers Ferry to Georgetown on 6/8/2023 and there were no detours from lock 3 to lock 22 that I can remember. However, when you get to Great Falls Park, they do have some construction going. There are no detours, but IIRC some portions of it were "sandy", so be cautious if you are going fast there.
