I plan on dropping my bike at Cumberland and driving to DC then taking the train back to Cumberland. I need somewhere near the police station to lock it up. Any bike racks in the vicinity?

Try calling the visitor center in Cumberland. Nice people and I'm sure they could give you some good advice.
