Does Amtsrak have a roll on bike policy for stops between Cumberland and Connellsville.

Yes, Amtrak has roll on/roll off bike service at Cumberland and Connellsville. There are no stops between those stations. Fee is $20 for bike when making reservation. The difficult to use Amtrak website has all the information once you navigate through many pages.
