Saw a comment that pump handles are removed after 10/15. Can anyone confirm or refute this? Also,is the water safe and palatable?

Yes, this is true. They do that to minimize damage due to freezing due to the onset of cold weather conditions.
The water is tested regularly by the Park Service. It has a slight aftertaste due to chemicals used to treat it. I beleive they use Iodine to treat the water. I have not experienced any issues when I drank the water.

Don't know about the handles on pumps: however, riding the C&O this summer, I drank the water ONCE. Carried two 20 oz. bottles plus extra quart for rest of trip into DC. Resupplied in towns along the way, no problems.
