A piece on NPR today made me think that the C & O fits the definition of a national forest much better than a National Park. And apparently national forests are open, so a reclassification would prevent problems during a shutdown.

National forest and BLM lands, he says, "would nearly be impossible to close because there are so many access points. Secondly, those lands are open to a wide range of public activities."
